Default New Emissions Laws for Washington and Oregon

I read an e-mail yesterday that reminded me that Washington and Oregon are adopting the California Emissions Laws for 2009 Model Year vehicles.

That means that dealers in these states will have to be careful about handling dealer trades. (No dealer trades from Idaho, Montana, Nevada, etc.)

I wonder how this change is impacting Dave Smith Motors in Kellogg, ID? I imagine that they'll just order 100% of their inventory with the CA Emissions Package assuming that it will be sold in either Washington or Oregon.
