Default Has CFC changed the way they calculate advance?

I heard a question from a Dealer Principal yesterday that indicated that CFC has changed the way they calculate advance - it's now based on Invoice less Incentives. Is that correct or did I misunderstand the question?

If the Dealer is correct the impact could be huge.

Many customers need a strong advance to cover their negative equity - that's one thing that's always made new cars attractive to these customers.

Hopefully I just misunderstood the question.
