Default NHSTA to double the size of the "clunker" staff

A report by Bloomberg indicated that the NHTSA will double the size of their "clunker" staff in an effort to address dealer concerns about the claim entry and payment process.

I thought it was interesting that the vendor who handles the "clunker" process for NHTSA is Citigroup, Inc. They can't even run a bank without getting bailed out, what makes the NHTSA think they can run the "clunker" program?

Additionally, I thought it was interesting that they hope to have the staffing level to 300 contract workers by next week - three times the number of workers that they started with.

Were they hoping to process 200,000+ applications from 17,000+ dealers with a staff of only 100? No wonder this program has been such a cluster.
