While a huge part of me would like to see a final solution, my bet is that Phil LeBeau from CNBC has it right. His thought is that the President will make an announcement on Monday or Tuesday that will tide GM and Chrysler over for another two months.
The extra money will come with a new set of requirements but a long term solution will not be resolved until the latter part of May. Essentially, it's a "holding pattern" for two more months as the Task Force grinds away on the stake holders trying to reach a solution.

Rumor has it that the money will require that the factories not pay dealers to take inventory

Well, if there's any reference to the statement "Coupons, I Hate Coupons" we'll know that your local Congressman has done his job. :)
It will be interesting to see what additional "requirements" the White House tries to impose on GM and Chrysler. The President has already made statements suggesting that GM and Chrysler shouldn't go back to the days when SUVs drove profits to the bottom line.
Concerning factory incentives for dealers to take inventory, I applaud the NADA for taking a stand on this issue.

Just got wind of this today and appears to be an absolute. (?) Supposedly Chrysler can no longer run wholesale ordering incentives. :D
