Has anyone been getting approvals yet? It seems like everyone I'm talking to up here is having trouble with turn downs and rejects. Some have dozens. Hopefully this will get resolved....

So far everything I've heard is the claims are difficult to input because the system is slow or locks-up.

I have read about some rejections but I'm not sure how widespread the problem is.

We have not had any of our members report a payment yet.

I have 30 in the system. Nothing but rejects so far. The paperwork is absolutely maddening.. one rejected for a trade-vin mismatch. The trade vin was accurate and the same in the input screen and all supporting documents.

Thanks for the update, I can imagine your frustration since you've got 30 claims waiting for approval.

I still don't know of a member here that's received payment yet. :mad:

Well, I just got my first rejection for a completely bull***t reason. They said the proof of insurance was invalid. The 2 documents I sent them clearly show 2 full years of coverage - a current year policy holder card and a previous years declaration page. Both documents had all the required information, and anyone with a 8th grade education could look at them and determine 2 years of continuous coverage.

If this is how the program is going to go I've had it!!!! No more clunkers sales period.

I have had the same deal reject twice - first time was w/in 24 hours of my submission (July 27th) and it was rejected because i didn't include my attachments (my mistake - it was my first deal). I immediately attached the docs and resent and it rejected today. This time the rejection was bogus - they rejected my registration....it's the document that the MI secretary of state provided and it shows they've had it continuously registered since 2007. I resent the claim again today w/the same registration, a letter explaining that this is the document provided by the STATE OF MI and the "how to read" this document form from the SOS. Hopefully that works.

On the positive side one of my 7 pending clunker deals transitioned from "under review" to "ready for payment" today. They did not send me an email notifying me of this....I just happened to review my invoices and it showed that as the current status.

I'm just curious to hear if any of our members have received their first CARS payment yet?

It would be interesting to hear how long it takes for the payment to hit the bank account once the CARS Claim has been approved.

I have 1 deal (out of 30 in the system) that is listed as 'ready for payment'....well, we're ready for the payment, too!

It's been that way since Monday, but still haven't seen the cash. All others are 'under review', one of which was rejected because I goofed up the insurance proof, and then updated & resubmitted.

That IS good news. We've only got 3 in (still in review status). One was rejected and re-submitted on Monday. What date did you originally enter the one that was paid today?

I have rec'd payment (deposited into my bank account) on 3 clunker deals so far....all 3 were done & invoiced on 7/29. I have earlier invoices - one each invoiced on 7/27 & 7/28 that have not yet paid. The three that paid all paid w/in a day or two of transitioning to the "ready to pay" status. Hope that helps!!!

Well... my first deal was a rejection. Got an email notification with a link... that doesn't open!!! In the "Invoice" section of CARS Portal I can see the rejected invoice but all attachments are still grayed-out and I can't do anything to correct the situation.

Called the dealer 800 number in the email but had to leave a message for someone to call me back. It's Monday morning isn't it!!! :mad:

REJECTED: What are you required to do when you get a rejected invoice??? Do you start from scratch and re-enter the complete invoice or simple replace the failed attachment or bad entry to the original invoice and resubmit???

My “rejected” email contains no rejection codes and again… the link they provided gets me to: “Unable to display Web page”. The phone calls I’ve made this morning have resulted me nothing!!!

I've now had at least 10 rejections that should NOT have been rejected. 2 reasons:

1) they say we're missing a signature on the deal sheet (we're not)...all I can think of is that I scanned all 5 pages into the single file, so they would need to look at all of the pages,

2) and similarily, if insurance proof spills into more than 1 page, they don't look at the second page.

So now I'm resubmitting them and noting in capitals anywhere I can that the dumba**es need to look at all the pages.

I can't believe I got the first one paid, and now I'm on like an 0-10 streak.

It's awful, but I'm almost happy we're almost out of (good) new cars so I don't have to do many more of these.

Hopefully the streak will end tomorrow and we'll get paid on a second one.

My suspicion is that Citibank is being paid on each claim "processed" rather than each claim "paid". If they reject them for BS reasons, they may get to "process" each clunker sale several times, netting them more money.

I'd also lay odds that their contract requires them to "process" X number of claims a day. Rather than risk screwing one up and paying when it shouldn't, it would be much easier to make sure they hit their daily goal by rejecting en mass.

I now have #2 REJECTION'S today because the front & back title doesn't state "Junk Automobiles, CARS.gov".

WRONG!!! Both invoices/titles have this clearly typed front & back. Sent a little taste of this to X-Man so he can see how bad this crap really is!!! :mad: :mad: :mad: :mad: :mad: :mad:

Finally an answer, REJECTION, and that was on our last one submitted, but still nothing on the ones from 2 weeks ago. Is this like Ford ordering, last in first out. How screwed up can it be? Oh, I forgot it is being done by a bank and the gov't, not by people that may know something about the car business, or is this where Landry secretly landed a job.

I just read that e-mail and viewed the attachments. I'm starting to think these CARS people are worse than Factory Auditors. :eek:

Same experience with my first claim. I had two different insurance cards each spanning 6 months. Even scanned them on the same page but they rejected saying the POI only showed 6 months.

Even a well trained chimp could do better than these guys.

I feel the same way. We only have two more units that could qualify for C4C. I just want to get this over with. Every time I log on there is something else wrong that boggles my mind.:eeek:

That's a great newspaper story.

Concerning the reporter, I always think it's interesting to see what they leave out of a story. There's no question that a lot of news gets filtered and the real story is left on the clipping room floor.

That said, if you got 10 deals that are "Ready for Payment" maybe the CARS Gods are shining on you. :)

Your experience seems to echo what I've heard from a number of dealers.

Perhaps the backlog of unpaid CARS claims wouldn't be so large if NHTSA would take more time and review each claim before it's rejected. :mad:

I agree - everything that I've heard indicates that all the dealers are getting rejects. Not only is NHTSA unable to meet the 10-day payment criteria, it's taking longer than that just to get a reject.

What's worse is many of the rejected claims are due to mistakes by the CARS processing staff, not the dealership. :mad:

Bloomberg has a report indicating a NHTSA official claims that 37% of the CARS applications have been processed.

Not surprisingly, the official didn't disclose what percentage were paid. :mad: NHTSA considers a claim to be "processed" if it is either paid or rejected.

Dealers need to be pushing the NHTSA to advance funds on all non-rejected claims that are over 10 days old. The payments would be subject to chargeback, but at least it would solve the dealers' cash flow problems and place the processing burden back on the NHTSA.

gopwiilie-I put in eight deals Sat of which 5 showed under review immediately and 3 didn't show any status at all. When I checked the individual deals they showed in process. I did email nthsa at 9-AMC-NHTSA-CARS-AP-SUPPLIER to try to get an answer. Finally on the third request they said the invoices are under review. Like you I am concerned since there is no status under the status column for these deals and I certainly don't want to be eating the rebates. I am tempted to cancel the invoices and reenter them, so I'll think about that till Monday. Meanwhile, still get riduculous rejections like titles not marked junk.automobile, or missing documents and then when you check the files the proper attachments are there. Who knows what is going on, but for sure the processors need glasses. The program should have been set up like manufacturer rebates, but us up front and do a sample audit. If the audit shows too many discrepancies then audit more. But they really need some leeway, again rejecting applications because the title says Richard S Smith and the title or some other document shows Richard Steven Smith makes no sense. Someone is obiviously instructing these outsourced processors to reject as many claims as possible for whatever reason. Good luck in getting your deals processed and paid.

I watched a report on CNBC last week that provided some insight on this issue. Apparently when the NHTSA was working on putting the CARS program together they interviewed their European counterparts and were advised that dealer-fraud was a huge problem.

I imagine the NHTSA officials determined they'd rather take heat for paying the claims slowly than get accused of paying them recklessly.

Please don't get me wrong, I'm not apologizing for the NHTSA, I think they've done a horrible job with the CARS program. :mad:

The deal summary states:
“The person signing this document as “Dealer” certifies under penalty of law”
“All persons signing this document as “Purchaser” certifies under penalty of law”

I signed them all. Every deal is legitimate & our documentation is perfect. If they think I committed fraud then lock me up. Otherwise pay up.

Every customer signed as well. If there is a problem w/ any deal let them go get the money back from the customer.

Hi everyone - wondering if anyone has the correct number to call CARS? 2 weeks ago I called the so-called hotline 866-227-7891 regarding an invoice that has been "ready for payment" since 8/5 but hasn't paid. After waiting on hold for 86 minutes the lady that answered told me I needed to call a different number, she stumbled w/the number a few times & I repeatedly confirmed the number w/her....it was 202-366-0606.

I thought I'd give it another try today to check on the status of that invoice but the number is busy....might be because they are innundated w/calls OR the number she gave me is incorrect. I can't find this number or on any of the CARS info.

I called the number & it rang ONCE and a woman answered and within 2 minutes she intelligently answered my question. WOW!!!

FINALLY - we got our first "approved for payment" today!!!!! Looks like they are working Saturdays to try and get through the backlog. Wonder how long it will take to get the actual money?

Guess they didn't want me getting too excited about it, they tempered it by throwing in another REJECT along with it. :rolleyes:

Automotive News is reporting that only 5.4% of the CARS claims have been paid so far. What happened to the 10 day payment promise? :mad:

While I think it's great that most of the OEMs stepped up to help their dealers with cash flow assistance, it's sad that it was even necessary.

The CARS program was initially met with a great deal of enthusiasm from most dealers. My bet is there are not too many that would want it to come back unless there were some major changes made to the claim payment process.

Thanks for the information - it sounds like your store is doing much better than most of the others in getting your CARS claims paid. :)

Did your store ever stop doing CARS deals because of cash flow, or were you pushing the program hard all the way to the end?

We seem to be getting a couple paid per day over the last week.

I'm at 37% paid (19 of 51)... a definite improvement as of lately. I even have two paid that were originally rejected deals. :)

The same government organization that told dealers the claim payment process would take 10 days are now reporting that all CARS claims will be paid by 09/30/09. :rolleyes:

They also reported that 15% of the claims submitted have been paid at this point.

That was a smart decision. It's hard to fight with the Federal Government.

I read a headline that there's a dealer who's trying to withhold license plates until he gets his CARS claims paid. I'm sure NHTSA will respond favorably to that tactic. :rolleyes:

We are at 44% paid, 5 of which were previously rejected deals. Our current streak over the last week includes about 1 reject for every 3 paid. It is better than what we started out with. I am starting to breathe again. The original C4C's we did where we crushed them before submitting have all been paid, so there’s a little pressure off there. :beerchug:

Congratulations - there's light at the end of the tunnel. :)

I smiled when I read about the pending claims where the car had already been crushed - that might have been a little stressful. :rolleyes:

Did your store ever stop doing CARS deals because of cash flow, or were you pushing the program hard all the way to the end?

Actually, as of tonight 52/115 Paid and we have another 7 approved.

We have been METICULOUS about paperwork and had every last deal submitted well before the deadline. We didn't take deals to the last day. It wasn't a cash flow issue for us, the big issue with us was that we were concerned about getting the deals in, that and we ran out of inventory.

6 total CARS vouchers; 1 paid, 1 ready for payment, 3 rejected/resubmitted/back under review, 1 under review (this was our final voucher submitted on Monday 8/24/2009). Spoke with a DOT rep on Friday 9/4/2009 and he stated that 2000 more workers had been assigned to the CARS program and are currently involved in a 4-5 day training program. It appears that they are pulling employees from other Federal agencies rather than new hires.

It appears after blaming the dealers for all the CARS problems for the past month that NHTSA is finally going to step-up and hire enough people to process the claims.

We had a flurry of invoices approved over the weekend too, but still only 30% approved or paid to date. They must have brought the regular flunkies back in today though. 4 rejects today for BS reasons either these people can’t read, are blind, stupid or don’t care.

I got an email saying one was ready for payment, but when I go onto the website it still shows "under review". However, if I pull up the record itself it says "paid".

We are still sitting here with no approvals yet and rejects for the same reason rejected before and I fixed the problem. This is getting very old and frustrating, esp when I follow the fix exactly how I was told by the hot line. :mad:

That seems to match what CL was saying in his post.

As long as they're getting paid, I guess it's not a big deal that the website's not getting updated.

Do you filter your email? Our ISP filters our email and it was stopping the payment notifications (NOREPLY@faa.gov) but allowing the rejection notifications (noreply@faa.gov). I wouldn't think the fact that one is all caps and the other isn't would have any effect but I was proven wrong. I went into our filtered emails and marked NOREPLY@faa.gov as safe and we now receive both notifications.

Have now been paid for 3 of our 6 vouchers. 2 rejected/resubmitted/under review and 1 under review.

Pretty wild that they are using the Federal Aviation Administraiton's email system. I guess I get so much email from the FAA already that I didn't notice before reading your post.

65 out of 70 paid. Can't wait till this is over. Understand inspectors our out now checking individual dealerships. Some dealers have had to produce their dealer agreements. Can't figure this one out since the manufacturers are the one's who supplied the list of dealers to the government. Typical waste of gov't money.

We are almost paid on all...only three left to go. UCM asks me if I can CANCEL an approved transaction. Is there a way to do that without red flagging our dealership for an audit? I guess a wholesaler picked up the wrong vehicle and sold it! :censored:

Try this number and see what they say: 866-227-7891 This is the "new" hotline for the CARS program... I've used it once and did get an english speaking human almost immediately. Good Luck.

Cars.gov has been slow to update status under invoice view. Select advanced search and add a field to search by invoice status. Choose "Approved" in the drop down box. You may be surprised. We have three that are paid but still showing under review unless you search this way.

While I know that all the dealers have struggled with the CARS payment process, it seems that you've really been down a bumpy road. I'm glad to see that you're almost done.

That's great - I know that CARS was a major frustration for your store and I'm happy to hear that you're now 100% paid. :)
